Is the physically hadicapped person can claim deduction u/s 80 u of having 40% of disability

person m et with fire accident , covered the entire body of 70% now due to contractual of left hand, though it is physically having but due to contractual not functioning so that civil surgeon had given 40% disability, Can she get deduction u/s 80 U Kindly favor me as early as please.

An individual who is a resident Indian, who, at any time during the previous year, is certified by the medical authority to be a person with disability (upto 80%), then he shall be allowed a deduction of Rs.75000. If disability is severe (80% or more) then the deduction will be Rs. 125000
